央行反擊關稅政策，市場大受震盪
7月1日，美國政府發佈對中國進口商品加征10%關稅。8月2日，美國貿易代表聲明加關稅提高至25%。美方單方面升級貿易戰，違反世界貿易組織規則。中國將對美國約600億美元商品加征不同情況的關稅。
公告稱，根據《中華人民共和國對外貿易法》《中華人民共和國進出口關稅條例》等法律法規和國際法基本原則，國務院關稅稅則委員會決定對原產於美國的5207個稅目進口商品加征關稅。該措施涉及自美進口貿易額約600億美元。
商務部新聞發言人表示，中方的差別化稅率反制措施是理性和克制的，是在廣泛聽取意見、認真評估影響後提出的，特別是充分考慮了人民的福利、企業的承受力和維護全球產業鏈運轉等因素。徵稅措施的實施日期將視美方行動而定，中方保留繼續出臺其他反制措施的權利。中方始終認為，在相互尊重、平等互利的原則基礎上進行協商，才是解決貿易分歧的有效途徑，任何單邊的威脅或訛詐只會導致矛盾激化，損害各方利益。
值得注意的是，中國人民銀行今日（8月3日）晚間公告，從8月6日起，將遠期售匯業務的外匯風險準備金率從0調整為20%。
央行表示：今年以來，外匯市場運行總體平穩，人民幣匯率以市場供求為基礎，有貶有升，彈性明顯增強，市場預期基本穩定，跨境資本流動和外匯供求也大體平衡。
近期受貿易摩擦和國際匯市變化等因素影響，外匯市場出現了一些順週期波動的跡象。為防範宏觀金融風險，促進金融機構穩健經營，加強宏觀審慎管理，中國人民銀行決定自2018年8月6日起，將遠期售匯業務的外匯風險準備金率從0調整為20%。
對遠期售匯徵收風險準備金並未對企業參與外匯遠期、期權、掉期交易設置規模限制，也沒有逐筆審批要求，更沒有禁止企業開展這類交易，顯然不屬於資本管制，也並非行政性措施，而是宏觀審慎政策框架的一部分。具體來看，人民銀行要求金融機構按其遠期售匯（含期權和掉期）簽約額的20%交存外匯風險準備金，相當於讓銀行為應對未來可能出現的虧損而計提風險準備，通過價格傳導抑制企業遠期售匯的順週期行為，屬於透明、非歧視性、價格型的逆週期宏觀審慎政策工具。
外匯風險準備金由金融機構交存，不對企業。企業可按現有規定辦理遠期結售匯業務，遠期結售匯作為企業套期保值工具的性質不變。為滿足交存外匯風險準備金的要求，銀行會調整資產負債管理，通過價格傳導抑制企業遠期售匯的順週期行為，對於有實需套保需求的企業而言，影響並不大。
