应对公共卫生事件，美联储可能“不够看”

3月11日，现货黄金首付上班日的涨幅，美国总统特朗普抨击美联储降息不利，但市场仍担心美联储在应对公共卫生事件对经济的破坏力上，能力有限，让美元支出出现走低情况，而由于欧元区利率长期处于负状态，市场认为欧洲央行降息的空间有限，黄金可能受到欧元区经济因素的支撑。
但全球公共卫生事件在主要经济体的蔓延恐将冲击企业活动并抑制消费者支出。对于美国方面将采取什么行动并不清楚，令许多投资者保持警惕。
消息人士称，美国总统特朗普周二对共和党参议员表示，针对新型冠状病毒疫情的经济救援计划有两种选择，一种是在年底前免征薪资税，另一种是将工资税减税措施永久化。但仍不清楚细节如何。
美国总统特朗普政府因对这场公共卫生危机应对迟缓而受到批评，并面临越来越大的压力，要求其采取更多措施帮助受疫情影响的工人和企业，并提振投资者对经济的信心。特朗普为转移焦点，继续拿美联储当靶子。
金融市场也预计美联储将在下周的政策会议上至少降息75个基点。美联储本月稍早已紧急降息50个基点，也是2008年金融危机以来央行首次在预定会议日程之外采取行动。
英国央行并未宣布任何购债的量化宽松新措施，而是宣布将银行业者的逆周期资本缓冲(CCB)由1%调降至0%，并出台一项新方案，以支持对小型企业的放款，这两个动作都是为了维持借贷畅通。
但英国央行采取突袭方式，实现50个基点降息空间一步到位，似乎已经暗示，政府将为应对公共卫生风险推出更多刺激措施。英镑兑美元很快收复全部跌势，并刷新日高，不利于提升黄金避险吸引力。
欧盟执委会主席冯德莱恩周二表示，执委会将设立一个250亿欧元(280亿美元)的基金，以应对由冠状病毒疫情引发的经济危机。
金融市场还押注欧洲央行本周四(3月12日)将降息10个基点。不过鉴于欧元区利率已长期深处负0.50%，很多投资者认为欧洲央行进一步降息的空间有限。加上美元总体走弱，欧元汇率短期大幅升值已无法扭转，黄金料受到欧元区经济前景黯淡和欧元升值的双料支撑。
