银行和政府消息人士周二(3月10日)表示，希腊将动用银行救助资金中逾5亿欧元的资金，该国本月面临现金紧张的情况，目前在竭力寻找资金。
由于被债市拒之门外，加之从银行取得金援的进程处于暂停状态，希腊正面临未来几周现金耗尽的风险，在此之前该国已出现了财政收入大幅下滑的局面。外媒报道称，一位匿名的欧盟官员周一称，希腊目前可用的现金可能只够维持三个星期。
本月希腊政府需要向IMF偿还15亿欧元资金，并需要对约32亿欧元的到期短期国债进行再融资。
雅典当局于当地时间周二表示，已准备好提交进一步的改革清单，包括数项对抗逃税的措施，希望能说服债权人释放该国亟需的救助款项。
希腊政府官员称，新改革名单中的一项措施是开放用零售销售的发票参加乐透抽奖，以吸引消费者向商家索取发票。这是其他国家已经测试过的作法。其他还包括复审个人过去申报的所得税，并透过修改希腊法律来收紧相关政党之间交易的规范。
希腊于3月初向欧元区各国财长提交了一份具有七项改革措施的清单，提出要求第三轮救助。但截至目前欧元区官员对该提案反应冷淡，称希腊必须提供更多细节，并厘清其改革计划。
希腊第二轮救助协议原定于今年2月底到期，欧元集团2月24日在评估希腊提交的改革计划后同意将协议延长4个月。
