美国宣布向乌克兰提供更多非致命武器援助

华盛顿３月１１日,美国政府１１日宣布向乌克兰政府提供更多非致命武器援助，但对提供致命武器援助仍有所顾虑。白宫发言人欧内斯特在例行新闻发布会上说，新增援助包括无线电设备、安全的通信设备、无人驾驶飞行器、反迫击炮雷达以及急救包和军用救护车等医疗设备，总价值为７５００万美元。
一名匿名美国政府官员对部分媒体说，奥巴马还批准向乌克兰政府提供３０辆“悍马”装甲车和２００辆“悍马”非装甲车。
自乌克兰东部冲突去年４月爆发以来，奥巴马政府一直仅限于向乌克兰政府提供非致命武器援助。欧内斯特说，此前美方提供的此类援助价值在１亿至１．２亿美元之间。
欧内斯特还称，仍有证据表明俄罗斯在继续向乌克兰东部民间武装提供武器和军需品，美方继续关注俄罗斯和乌克兰东部民间武装是否恪守他们在新明克斯停火协议中所作出的承诺。
美国和欧盟一直敦促乌克兰、俄罗斯和乌克兰东部民间武装履行去年９月和今年２月在白俄罗斯首都明斯克达成的停火协议。尽管新明斯克协议规定的停火和后撤重武器日期已过，但乌克兰军方尚未全部完成后撤重武器的工作，理由是东部民间武装没有认真履行协议并不断破坏停火。对于乌东部民间武装方面宣称已在３月１日完成后撤重武器的工作，乌克兰当局也不予承认。目前，乌克兰东部冲突地区每天仍在发生零星武装冲突。
美国财政部１１日宣布对一批涉嫌破坏乌克兰局势稳定的个人和团体实施制裁，其中包括８名乌东部地区民间武装领导人。
奥巴马政府已经表示，如果新明斯克协议未能得到履行，美国将考虑向乌克兰政府提供致命武器援助。不过欧内斯特说，奥巴马“意识到”此类援助带来的潜在风险，包括冲突升级造成更多杀戮。
俄罗斯外长拉夫罗夫１０日表示，目前的首要任务是严格执行新明斯克协议的所有条款，乌克兰危机只能通过政治对话加以解决。
奥巴马去年１２月签署了美国国会通过的“支持乌克兰自由法案”。法案内容包括在２０１５财年划拨３．５亿美元向乌克兰提供反坦克炮和穿甲弹等武器装备，同时授权奥巴马向乌克兰提供军事装备。
