7月23日，現貨黃金繼續創新新高，目前全球疫情沒有緩解跡象，國際關係對抗程度加深，美國大選膠著。同時美國總統大選趨於白熱化，目前民主黨候選人支持率領先特朗普。加上歐洲議會打算阻撓歐盟的大規模刺激來主導市場走勢。
加州這個美國人口最多的州感染病例已經超過41.4萬，取代紐約州，成為全美疫情最嚴重的州。加州衛生和公共服務部部長Mark Ghaly指出，病例的迅速增加令通過人員接觸史追蹤社區感染路徑變得困難，因為這需要與病毒檢測結果為陽性的人員面談，以找到其如何暴露在病毒環境下，以及他們有可能傳染給誰。
美國截至7月18日當周初請失業金人數創3周新高至141.60萬人。儘管續請失業金人數連續第6周回落，但仍有逾1600萬。美國是全球新冠疫情最嚴重的國家，累計染疫接近400萬，逾14.3萬人死亡，這兩個數字都接近全球總數的四分之一。
美國部分地區的新冠疫情捲土重來加劇了人們的擔憂，一些州不得不撤回經濟重啟計畫，風險偏好趨於枯竭，黃金的魅力明顯放大。在利率處於歷史低位的背景下，黃金吸引了那些擔心前所未有刺激措施將推高通脹的投資者。
週三公佈的最新民意測驗顯示，美國總統大選選情進一步趨於白熱化，在傳統上共和黨佔據優勢的德克薩斯州，民主黨候選人拜登的支持率領先特朗普1個百分點。
特朗普因抗疫不力，以及黑人弗洛伊德遭白人員警跪壓致死引發大規模騷亂，民調支持率落後民主黨總統候選人拜登。但若奉行大政府、高稅收的民主黨重奪執政權，不利於營造對投資創業的友好氛圍。
歐洲議會主席薩索利週三表示，歐洲議會不會批准歐盟領導人就大規模新冠刺激方案達成的協議，誓言要逆轉削減研究支出，將資金發放與民主價值觀掛鉤的計畫。
歐盟領導人此前經過五天的艱難談判，同意設立7500億歐元(8650億美元)的復蘇基金，但薩索利表示，議會希望重新制定與之相關的1.1萬億歐元(1.27萬億美元)歐盟預算。
根據歐盟規定，歐洲議會必須批准這項一攬子計畫，該計畫可能在2021年初到2021年中期間將資金發放給在疫情中受創的經濟體，但目前尚不清楚歐洲議會如何才能在不冒協議破裂風險的情況下重啟協議磋商。
