7月22日，現貨黃金繼續牛市走勢，繼續出現明顯漲幅，由於美元指數持續創新低，美國總統特朗普改口承認疫情的嚴重性，同時鼓勵身邊的人帶上口罩保持社交距離，同時外界擔心美國共和黨和民主黨對於下一輪經濟刺激措施的實施難以達成共識。
週二，白宮舉行幾個月來首次針對新冠疫情大流行的簡報會。總統特朗普告訴記者，疫情在好轉之前很可能會變得更糟。這是他近來首次承認問題的嚴重性。
他還改變了對戴口罩的措辭，鼓勵美國民眾在不能與周圍的人保持社交距離時戴上口罩，這標誌著特朗普的策略發生改變。特朗普此前一直不願在公共場合戴口罩，他在疫情初期不斷淡化新冠病毒的危害，最近幾個月則專注於經濟重啟，讚揚採取同樣做法的共和黨籍州長，並批評實施嚴格出行限制措施的民主黨籍州長。

之前歐盟領導人就疫情後的大規模經濟刺激計畫達成了“歷史性的”協議，他們同意一項7500億歐元的復蘇基金以及2021-2027年1.1萬億歐元預算，以幫助歐洲大陸從二戰以來最嚴重的衰退中復蘇。
特朗普希望全面廢除由雇主和雇員共同承擔的15.3％工資稅，並為社會保障和醫療保險提供資金。專家說，僅此一項就將耗資6000億美元。在週一的白宮會議上，共和黨領導人告訴特朗普，他們僅僅傾向於部分工資稅減免。
減免工資稅正在使共和黨分裂。反對者稱，它對幫助處於失業狀態的美國人無濟於事，並增加了債務負擔，何況先前出臺的救濟方案已經遞延雇主的稅款。但支持者說，現在為雇員削減這筆錢能夠做到藏富於民，並刺激經濟。
