無論是盟友還是政敵都認為，卡明斯是詹森最重要和最有影響力的戰略專家。詹森如果貿然撤換重要決策者，無疑將惡化投資者的風險情緒，英鎊兌美元匯率可能跌破1.20關口，並對黃金等傳統避險工具帶去利好。
該計畫旨在確保義大利等實力較弱的國家能夠在不增加債務負擔的情況下獲得融資。但在復蘇資金應通過貸款還是轉移支付的問題上，歐盟各國仍存在分歧。
現在輪到奧地利和荷蘭等其他國家來決定他們是否也準備破釜沉舟，市場希望看到細節。所有人的目光都將集中在歐盟執委會身上，該委員會將於週三公佈其疫情復蘇計畫。
如果那些反對大規模支出的國家設法沖淡該計畫，那麼歐元和南歐債券將受到衝擊。索羅斯甚至直言，若歐盟不發行永久債券(無到期日債券)幫助義大利等較弱勢的成員國，就有可能分裂。可以想像真到那一步，歐洲乃至全球金融市場將迎來新的海嘯。
