林幽沃：英女王批准英国“脱欧”法案
在英国首相多番努力，脱欧法案终于在英国议院通过。昨日英国女王伊拉莎白二世批准“脱欧”法案，赋予其法律地位。英国“脱欧”将在2019年3月29日正式生效，即和退出欧盟的日子一样。
本次法案主要意味着英国将停止履行1972年《欧洲共同体法案》、废止欧盟法规在英国法律体系中的优先权，重新英国国内的法律执行。法案的通过标志着英国国内在“脱欧”问题上达成原则性共识，但“软脱欧派”与“硬脱欧派”的争夺依然还在进行中。
目前英国政府依然为哪种方式“脱欧”正在烦恼之中，议会中的一部分“软脱欧派”议员仍希望保持英国与欧洲的关联，例如让英国“脱欧”后继续留在欧盟单一市场和关税同盟中。而“硬脱欧派”则坚定支持与欧盟彻底“划清界限”。“脱欧”法案的最终通过，实则是将决定权留在了更为偏向“硬脱欧”的政府手中。
距离2019年3月29日，英国正式推出欧盟剩余大约9个月左右的时间，如果按照欧盟希望在2018年10月前完成谈判，则还剩不到3个月的时间留给英国作出决定。目前在该法案通过的情况下，“硬脱欧派”手中取得关键性的权力，相信在梅姨的领导下，英国最终会完全脱离欧盟，不再藕断丝连。
