乌克兰政局陷困境 俄罗斯拒绝支援

俄国副财政部长Sergei Storchak 25日表示，乌克兰主权债有违约风险；乌克兰方面则表示正与债权人协商，解决财政困境。
路透社和彭博社报导，俄国原本承诺提供乌克兰150亿美元金援，并在去年12月购买了30亿美元的乌克兰欧元债券。但是乌克兰亲俄的前总统亚努科维奇(Viktor Yanukovych)遭罢黜下台后，俄国冻结援助。Storchak说，俄国近来购买的乌克兰30亿美元债券，有「些微」违约风险，俄国没有法律义务继续解囊相救。
乌克兰新央行总裁Stepan Kubiv表示，正与国际货币基金组织(IMF)等所有可能的债权人协商。乌克兰临时总统图奇诺夫(Oleksandr Turchynov)先前表示，应尽快成立新政府，以取得350亿美元金援。
Rogge Global Partners新兴市场主管Michael Ganske指出，乌克兰新领袖短期内要筹组政府、执行政策会面临许多障碍，不过IMF和西方国家仍会提供短期流动性资金。信评机构标准普尔(Standard & Poor`s)先前将乌克兰债信评等砍至CCC，低于投资等级8级，并警告恐有违约风险。
