人民币贬值 人行加大公开市场回购力度

大陆跨境资金净流入呈现扩大之势，昨日大陆外汇局发布数据显示，1月银行结售汇顺差733亿美元，创下去年年初公布此数据以来的最高值。对此，一方面，人民币汇率中间价连续走低，已令人民币单边升值预期被打破。昨日虽然中间价暂停五连跌，但即期汇率却创下了两年来的单日最大跌幅；另一方面，人行也加大了公开市场正回购回收力道。上证报引述业内人士指出，近期人行货币政策出现调整，在一定程度上打击了之前较为活跃的套利资金。而随着双向波动增加，有利于降低之前因本外币利差较大、人民币汇率弹性偏低导致的利差交易活跃度。针对即期汇率的连续下跌，除了经济增长态势走弱等因素，市场人士更为关注的是人行对近期人民币升值态度的转变。有外汇交易员揣测，人民币持续贬值，或是受人行政策引导，旨在扭转市场上的人民币单边升值预期，抑制短期套利资金流入。
摩根大通银行中国首席经济学家朱海斌表示，近期人民币汇率连续下跌，一方面是宏观经济继续疲软等有关；另一方面，也与人行近期汇率政策的调整有关。从最近每日中间价来看，人行有意加大人民币汇率的双向波动。去年人民币汇率实际有效汇率升值近8%，在快速升值情况下，对出口形成了压力。同时，汇率升值与资本流入有关，人民币升值加大了离岸和在岸市场的利差，导致资金套利加大。而人行在公开市场的回收力道也在加大。昨日，人行于公开市场正回购1,000亿元(人民币,下同)，单日操作量接近上周两次正回购操作量总和1,080亿元。朱海斌认为，目前人行或希望透过引进人民币的双向波动，抵消一定外汇流入的压力，给(大陆)国内货币政策留下调整空间。此外，近期中间价和即期交易价的缩小，也为呼吁已久的人民币波幅扩大迎接一个较好的时间窗口。「若在2013年人民币单边升值预期较大的时候放宽波幅，对人民币造成的升值压力也就越大，此时双向波动加剧时，正是扩大波幅的良机。」光大证券首席经济学家徐高亦表示，近期市场对于人民币单边升值预期的打破，可预防波幅放大之后人民币出现急涨的态势。从此一角度来看，人行或有在市场中抛售人民币的动力，而这些抛出来的人民币也会直接增加银行间市场流动性供给，导致资金利率水平走低。未来人行或许继续透过公开市场操作回收流动性，从而保持银行间市场资金面的「紧平衡」。
