市场猜测美国政府不会关门太久 公债殖利率首度上扬

受市场猜测美国政府停摆的时间不会太长、国会应有充分时间处理举债上限问题影响，美国10年公债殖利率10月1日三个交易日以来首度上涨。
根据Bloomberg Bond Trader报价，纽约债市9月30日尾盘时，10年期公债殖利率上涨4个基点至2.65%，盘中最高一度涨至2.66%；昨日(9月30日)盘中曾跌至2.59%，创8月12日以来新低。债券价格与殖利率呈现反向走势。
在国会对预算问题依旧无法达成共识的冲击下，美国政府17年来首度关闭非必要部门，而原定要在今日公布的营建支出数据也因此延期。此外，预定本周五(10月4日)就会公布的关键就业报告也恐怕无法如期出炉。
彭博社报导，汇丰美国利率策略师Larry Dyer表示，市场对政府关门抱持观望态度，投资人普遍认为关门的时间不会太久，最终的影响也不会太大。美国银行/美林证券用来衡量债市波动程度的「MOVE」指数1日则上升至87.37，已连续第5个交易日上扬、连涨天数创9月5日以来新高；2013年的平均值为72.05。
美国国会领袖目前并未对预算法案定下进一步的协商时间，让部分议员担忧政府关门可能会对接下来的举债上限谈判造成影响。根据财政部长Jack Lew的说法，政府会在10月17日触及16.7兆美元的举债上限，倘若上限不调高，那么美国将陷入有史以来首见的违约困境。
美国早在两年前就曾面临过类似的情况，当时财政部警告，美国会在2011年8月2日触及举债上限，但国会却仍对预算案争论不休，这也导致一个月期国库券殖利率在2011年7月29日跳涨至0.18%、创2009年2月以来新高。时间拉回到现在，同样情形又再度上演，而一个月期国库券殖利率今日则从9月27日的-0.010%上升至0.075%。
太平洋投资管理公司(PIMCO)共同投资长葛洛斯(Bill Gross)1日在接受彭博电视专访时表示，就算国会无法调高举债上限，美国公债违约的机率也只有百万分之一，因为财政部肯定能采取其他措施来偿还国家的债务。
