举债上限不调高 美国将违约

美国国会领袖尚未对预算法案定下进一步的协商时间，政府关门是否会对接下来的举债上限谈判造成冲击实在令人忧心。根据财政部长Jack Lew的说法，政府会在10月17日触及16.7兆美元的举债上限，倘若上限不调高，那么美国将陷入有史以来首见的违约困境。不过，太平洋投资管理公司(PIMCO)共同投资长葛洛斯却老神在在，认为美国几乎不可能违约。
葛洛斯1日在接受彭博电视专访时表示，就算国会无法调高举债上限，美国公债违约的机率也只有百万分之一，因为财政部肯定能采取其他措施来偿还国家的债务。他说，美国是全球的金融中心，难以想象美国会陷入债务违约的境地，因为这会对该国的借贷成本产生毁灭性的冲击，进而在全球引爆一连串严重后果、撼动整个金融市场。
葛洛斯并认为，美国政府每停摆一周，国内生产毛额(GDP)成长率就会降低0.1个百分点。
根据美国政府9月中旬公布的数据，7月份由外国人持有的公债下滑0.2%至5.6兆美元，为2001年以来首度出现连续4个月下滑的现象。外国人持有美国公债的金额自从在3月触顶(5.72兆美元)后，迄今已下滑了2.3%。其中，美国最大债权人中国大陆持有的公债总额则上升0.1%至1.277兆美元，而第二大债权人日本的总额则上升4.8%至历史新高1.135兆美元、为四个月以来首度上扬。
根据穆迪(Moody`s Analytics Inc.)首席经济学家Mark Zandi先前的估计，若美国政府运作停摆3-4周，那么该国的第4季国内生产毛额(GDP)成长率恐怕会因此萎缩1.4个百分点。Zandi预期，若政府运作正常，那么美国Q4 GDP成长率会达2.5%。
研究机构IHS Inc.也指出，联邦政府部分关闭一开始可能会让美国一天损失至少3亿美元的经济产出，且损失金额会随着时间愈滚愈大、同时也将打击企业与民众的信心和支出。研究并显示，倘若政府关闭一周，美国今(2013)年第4季国内生产毛额(GDP)成长率可能会从原本的2.2%缩减至2%。
