美财长：10月中将触及举债上限

美国财政部长Jack Lew(见附图面向镜头者，来源：白宫) 1日重申，举债规模仍会在10月17日触及16.7兆美元的举债上限，不会因为政府关门而有变动。他并警告，为了避免举债规模超过上限，财政部已使出最后的非常手段，假使10月17日再无法取得足够现款，那么美国恐怕会陷入史上第一次的违约窘境。
华尔街日报、法新社等多家外电报导，Lew 1日在一封写给国会的信件上指出，政府会暂缓投资汇率稳定基金(Exchange Stabilization Fund；ESF)、并开始从公务员退休和残疾基金(Civil Service Retirement and Disability Fund)抽取所需的款项。他警告，财政部已经找不到其他合法的措施来延续美国的举债能力。根据Lew的说法，到了10月17日那天，财政部手头上的现金只会剩下300亿美元，而政府某些日子的净支出甚至可高达600亿美元。
在国会对预算问题依旧无法达成共识的冲击下，美国政府被迫在10月1日凌晨关闭非必要的部门，为17年来首见。不过，Lew表示，除非关门的时间延长，否则不会对10月17日的举债期限构成实质上的影响。
根据美国国会预算办公室(CBO)估算，若举债上限不调高，财政部仅会剩下300亿美元的现金以及其他从税收等方式得来的款项，而这些资金应该会在10月22-31日期间销耗殆尽。
不过，太平洋投资管理公司(PIMCO)共同投资长葛洛斯(Bill Gross)却老神在在，认为美国不可能违约。他1日在接受彭博电视专访时表示，就算国会无法调高举债上限，美国公债违约的机率也只有百万分之一，因为财政部肯定能采取其他措施来偿还国家的债务。他说，美国是全球的金融中心，难以想象美国会陷入债务违约的境地，因为这会对该国的借贷成本产生毁灭性的冲击，进而在全球引爆一连串严重后果、撼动整个金融市场。
