美元走高黄金持稳，油价剧烈震荡

三名前英国央行官员：英国央行将抵制对11月加息的押注
三名前英国央行货币政策委员会委员Andrew Sentance、David Miles、John Gieve表示，英国央行可能会违背投资者对下个月突然加息的预期，因为央行很少以如此戏剧性的方式改变政策。受英国央行行长贝利等人言论的推动，市场预计英国央行将在11月4日开始一轮激进的加息周期，到2022年底，利率将从目前的0.1%升至近1.25%。这三名前英国央行官员表示，英国央行不太可能实现这样的转变。自疫情爆发以来，该委员会的9名成员中没有一人投票赞成提高借贷成本。
美联储宣布限制高级官员交易的新规定，禁止购买股票和债券
美联储在声明中表示，将禁止政策制定者和高级官员购买个人股票和债券，并将限制活跃的交易。买卖证券需提前45天通知，此类交易需事先获得批准，以及持有投资至少一年。此外，美联储表示，”在金融市场压力加剧的时期，将不允许任何买卖。”包括地区联储主席、美联储理事和高级职员在内的美联储高级官员将只能购买共同基金等多元化投资工具。12位地区联储主席将被要求在30天内公开披露金融交易，这一政策已经适用于总部位于华盛顿的联储官员和高级官员。
