據一位知情人士透露，參議院多數黨領袖麥康奈爾將與姆努欽和眾議院少數黨領袖麥卡錫舉行會談。麥康奈爾尚未同意基於9,080億美元的兩黨提案來磋商紓困方案。眾議院議長佩洛西周二稱仍對達成協議持樂觀態度，但強調這會是通往明年拜登上任後推出另一份更大方案的橋樑。佩洛西說道，“別搞錯了，這只是緊急補充方案，這不是刺激方案，規模太小了。”
新一輪紓困措施能否出臺仍無定論。麥康奈爾堅持限制對企業的新冠相關訴訟，已成為當前談判面臨的主要障礙，同時民主黨人想要的州和地方政府援助方案也是分歧所在。美國兩黨參議員均認為，能否達成妥協取決於麥康奈爾的決定。幾名共和黨議員已經對該計畫表示支持或持開放態度，白宮高級經濟顧問庫德洛也曾表示總統特朗普可能會簽署。
