10月20日，西欧元对美元震荡走高，由于美国大选的不确定性对美元形成施压，对欧元以及英镑有明显提振，但欧洲多国的疫情持续恶化可能会对欧元区经济造成一定的打压，目前市场关注欧洲央行11月利率决议是否有新的消息。
大选方面，“蓝色浪潮”可能意味着高达2.5万亿美元的刺激项目。目前整个市场的两大焦点，美国大选和美国新一轮刺激之间，其实有着相当大的关系。不少市场人士都认为所谓的“蓝色浪潮”即美国民主党的获胜意味着更大规模的刺激。可能包括了一个一季度的刺激案，之后有基建和环境立法。在这种情况下，我们预计增税后得以出现的医保和其它福利项目的扩大将在三季度通过。
美国财政部长姆努钦与众议院议长佩洛西将于周一下午再度磋商刺激方案。此前，佩洛西把周二设为大选前达成协议的最后期限。一位不愿具名的知情人士称，姆努钦和佩洛西在上周末试图敲定全国病毒检测计划，这是导致刺激协议难以达成的几大障碍之一。
不过欧洲多国疫情的恶化限制了欧元的上行空间。据报道，在全球新冠肺炎确诊病例突破4000万的同时，欧洲新冠肺炎死亡病例数超过了25万。欧洲因此成为继拉美和加勒比地区之后死亡病例第二多的地区，后者的死亡病例已超过35万。欧洲多国再次强化防疫措施以抵御病毒传播。
报道称，欧洲最近7天内死亡病例超过8000例，这也是5月中旬以来欧洲疫情最为严重的一周。报道指出，英国仍然是欧洲新冠死亡病例最多的国家，约占欧洲死亡病例总数的六分之一。英国仍在与病毒作艰难的斗争，地方官员对政府希望施加更严格限制措施的意愿有所抗拒。
报道还指出，在春天相对远离第一波疫情的瑞士现在也遭遇病例数激增。860万人口的瑞士因新冠疫情死亡的人数已达1822人。捷克是欧洲大陆感染率以及10万人口死亡率最高的国家。捷克政府要求军队在布拉格郊外建设一家500个床位的临时医院。
各国政府预计，即使经济在2021年反弹，赤字仍将保持在高位，总额大概略低于7000亿欧元，占欧盟GDP的6%左右。欧洲央行数据显示，欧元区预算赤字上一次达到峰值是在2010年初，当时水平占GDP比重约为6.6%，公共债务高企，并为随后的欧元区主权债务危机埋下了伏笔。
