印度黄金关税可灵活改变

印度财政部长日前表示，如果财政状况进一步改善，政府将再度考虑放松黄金进口限制。当前不会放松黄金进口限制，但情况更好时会考虑。很明显，这些都是灵活的政策，不是雕在石头上不变的东西，是可以改变的。他表示，政府必须对经常帐赤字和财政赤字持谨慎态度。资本大幅流出，印度经常帐赤字在2012/2013财年触及纪录高点，占GDP的4.70%。
为了控制不断上升的经常帐赤字，印度政府去年提高了黄金进口关税，而印度储备银行实施了进口限制，还规定了进口贵金属的先决条件。在这些措施的综合影响下，印度黄金进口持续下降，5月进口量下降了72.0%。
事实上，早在此次预算案之前，尽管黄金市场一片乐观，但已有警告称印度政府可能不会对黄金进口限制政策做出修改，因为这很可能将危及印度的评级。
有专家指出，7月初印度央行(RBI)宣布的黄金置换计划就是该国政府不会修改进口限制的最大信号。此次置换计划是将印度央行中的旧黄金换成符合交易条件的金条。
有分析师认为，这一置换计划就是在不影响经常账户赤字的也就是不影响印度评级的前提下，对印度国内黄金行业的安抚。在该计划中，RBI将把那格普尔金库中的旧黄金分发给印度各大银行，同时再向伦敦的银行拿来黄金。而从伦敦的银行所获取的黄金则将被存在英格兰银行RBI的账户中。
也就是说，RBI意识到印度国内黄金供应的困难。而RBI事实上可以选择将旧黄金加工，但却选择通过这样的置换计划，这将会影响到其国内的黄金供应。
之所以这样的黄金置换计划不会影响印度的经常账户赤字是因为，这一置换中涉及到的现金来自收益，RBI只需要从其离岸美元储备中拿出一些支付所购买的黄金即可。
印度现有黄金储备557吨，但这其中有多少不符合交易条件的黄金不得而知，有报道称，最终的置换量尚待RBI做出决定。但无论有多少，这都是有限的，甚至以印度对黄金的胃口而言，其对印度国内黄金市场的供应仅仅只能维持几个月。
