世银专家背书无效 印度卢比破历史新低

世界银行首席经济学家Kaushik Basu 19日发言力挺印度总理辛格(Manmohan Singh)，表示印度外汇存底充沛，无需向国际货币基金组织(IMF)求援。
路透社和华尔街日报报导，总理辛格上周六(17日)表示，2,790亿美元的外汇存底将足以协助国家渡过近20年来最严重的经济危机；印度不会重蹈覆辙，再次爆发「国际收支平衡危机(Balance of Payment crisis)」。
1991年，印度一度濒临破产，无力偿还主权债，被迫空运黄金担保品换取IMF的贷款援助，当时外汇存底仅够支付15天的进口债款。辛格说如今情况远胜当时，现在外汇存底足以因应6-7个月的进口债款。
然而两人的保证不足以阻挡股汇市的强大卖压。嘉实XQ全球赢家系统报价显示，台北时间晚上8点51分为止，卢比再次跌破历史新低，美元兑印度卢比大涨2.92%、至63.450。5月底以来，卢比在亚洲货币中表现一直敬陪末座；印度经常帐赤字过去一年来急剧升高，市场担忧1991年危机重演，是卢比走贬的元凶之一。
印度SENSEX指数延续上周跌势，19日大跌1.56%至18,307.52点，为4月12日以来的收盘新低。印度股市方于上周五(16日)惨跌3.97%、单日跌幅创2011年9月22日以来之最。
Basu原本是印度的首席经济顾问，去年才转赴世界银行就职。他认为印度基本面强健，尽管上一会计年度经济成长创10年新低、仅有5%，却仍是全球发展最快的国家之一。但他也警告，印度经济恐怕还会进一步放缓，之后才有望止跌回升。
