3月23日，国际金价出现持续反弹，因为美联储宣布的刺激政策——近乎无限量QE，限制美元涨幅，但是美元指数仍处于高位，美股的下跌则让市场加快套现步伐，美国国会未能通过应对全球公共卫生事件的刺激计划，加大全球经济的不确定性，各方面资金继续涌入美元。
美国国会议员上周日(3月22日))未能通过刺激措施，并排除了周一进行投票的可能性，因共和党和民主党就规模1万亿美元支出计划的细节争执不下。但两党仍在持续谈判。
这项议案是国会为抗击新冠肺炎疫情进行的第三次努力。迄今此轮疫情已导致美国至少420人死亡，感染人数超过3.3万人。圣路易斯联储主席布拉德称，除非采取更多财政措施，否则失业率可能达到30%。
但围绕美国政府刺激措施的不确定性也加重了域外市场的紧张情绪，亚欧股市周一普跌。投资者一直在卖出避险资产和其他风险较高的投资，在全球公共卫生事件引发不确定性之际保有美元现金。
全球公共卫生事件已扩散至100多个国家/地区，夺走了13000多条生命。各国政府对旅行和日常生活的限制越来越严格，这扰乱了商业活动，并导致消费者待在家里，全球市场近几周已被搅得天翻地覆。
欧洲央行(ECB)副行长德金多斯(Luis de Guindos)上周日表示，新冠疫情的影响将令欧洲陷入衰退，“影响将十分严重，将令欧洲陷入衰退。”欧洲央行上周推出7500亿欧元紧急购债计划，令投资者震惊。
美国银行预期，全球GDP今年将出现零增长，和1982年及2009年大衰退时一样。高盛称预期2020年全球国内生产总值(GDP)将萎缩约1%，超越2008年全球金融危机次年的经济下滑幅度。
美联储周一宣布，本周每天都将购买750亿美元的国债和500亿美元的机构住房抵押贷款支持证券（MBS）；将于近期公布“大众企业贷款计划”，以配合中小企业管理局的工作，为符合资格的中小企业提供贷款。
美联储表示，全面授权扩大债券购买范围，包括机构商业抵押贷款支持证券(MBS)，以及为雇主、消费者和企业提供价值3000亿美元的新信贷计划。
鉴于全球公共卫生事件延烧可能影响经济的担忧日益升温，投资者对美联储升级非常规刺激措施的预期不断高涨。因此，美联储宣布近乎无限量版QE计划，还是对美元上行构成了明显压力，黄金和非美货币不同程度走强。
