3月17日，各国央行纷纷出炉的宽松政策未能平复市场对全球公共卫生事件蔓延带来的不安感，投资者坚信，当前持币观望是最为安全的，美元指数创下新低，美国公布的数据也创新近年来的新低。
全球公共卫生事件何时结束仍不明朗。目前全球病例数已升至近17万例，死亡逾6600例，许多国家关闭边境并采取益发激烈的措施，以降低全球公共卫生事件蔓延的严重程度。
美联储上周日进一步降息100个基点后，又有多国央行跃上舞台中央，纷纷祭出刺激措施，增加流动性和降息。
加拿大央行周一宣布新举措，将扩大定期回购工具的合格抵押品范围，以涵盖该行常备流动性便利下的所有合格抵押品。该央行上周五意外再紧急降息50个基点至0.75%，为九天来第二次降息50个基点。
不过市场人气仍脆弱，过去几天全球风险资产不支倒地，因担心全球公共卫生事件及严格的防疫举措可能引发主要经济体大幅衰退。
美国股市周一遭遇1987年以来的最大日跌幅，标普500指数收于2018年12月以来的最低水平，因为投资者担心，事实最终证明新冠病毒大流行是一个强大的对手，各国央行、国会议员或是白宫都无法与之抗衡。
尽管美国总统特朗普通常给美国经济唱赞歌，不过他如今也不得不暗示，全球第一大经济体有出现衰退的可能性。他说：“市场会自己照顾好自己的。”
美国股市周一崩跌，凸显出美联储上周日紧急降息举措加剧了人们对企业营收受到挤压的担忧。美国波音公司证实，正与白宫高级官员和国会领袖就该公司自身和整个航空业的短期援助进行谈判。
