欧盟欲留北爱尔兰，英国强势反对
欧盟于2月28日公布脱欧草案，重申脱欧过渡期将于2020年12月31日结束。另外，爱尔兰“硬边界”问题仍是双方争持不下的一点，成协议达成的“拦路虎”。对于欧盟的脱欧草案，英国首相特蕾莎·梅很快表达了反对立场，英镑兑美元盘中跌幅扩大至0.61%，再创两周新低1.3805，逼近1.38关口，日累计下挫103点。
随后，欧盟首席脱欧谈判官巴尼尔在就英国脱欧条款召开的发布会上称，如果英国想要在今年达成协议的话，需“加快谈判速度”。双方都希望，协议能在约八个月内达成。
不过，英国首相发言人则回应称，预计有关英国脱欧协议的谈判将持续数月，若我们现在就与欧盟达成全面共识，那将会令人感到吃惊。英国政府认同去年12月达成的共同声明，但首相不认可欧盟今天公布的脱欧草案文本。
欧盟在英国脱欧条约草案中，重申脱欧过渡期将于2020年12月31日结束，而爱尔兰边界协议将在过渡期结束时开始生效。另外，英国进入单一市场的权利或在过渡期内中止。条约草案将适用于农业和能源行业。
该条约草案是基于12月达成的临时协议以及欧盟的一些立场，而这些立场英国尚未接受。其中，最重要的就是关于如何避免在爱尔兰岛上出现破坏性“硬边界”的情况，从而使北爱尔兰能留在欧盟的结构和规则中。
北爱尔兰统一党作为梅姨保持议会多数席位的有力支撑对此却并不赞成，认为这会使英国境内形成新的分歧。
该条约草案提议，欧盟和英国组建联合委员会来负责监督事宜，但欧洲法院仍然是解决争端的最终权力机构。
对于欧盟公布的将成为英国脱欧协议基础的法律文本草案，英国首相特蕾莎·梅打算拒绝其中的一部分内容，她将会在当地时间下周一(3月5日)就脱欧政策作声明。
“如果实施，将破坏英国的共同市场，在爱尔兰海沿海建立海关和管制边界会威胁英国的宪法完整”。特蕾莎·梅表示，“没有任何英国首相会同意，”她还补充说，她计划非常明确地告诉欧盟这一点。
