朝鲜套路美国，美国不按套路出牌
朝鲜政府官员一直在暗地邀请美方专家举行会谈，此举显然是为了摸清美国总统特朗普的套路。特朗普和金正恩互相谩骂，可能会使局势变得更加紧张。许多分析人士担心，这将可能使两国间的误会加深。
一位专家表示，朝鲜人不明白特朗普究竟在想什么。没有迹象表明，朝鲜对有关核计划的谈判有兴趣。本月早些时候，在瑞士举行的一次多边会议上，来自朝鲜的代表们就坚决表示朝鲜是一个核武国家，并且不愿谈论无核化的问题。
在没有与美国政府进行正式外交谈判的情况下，为了更好地了解美国的意图，朝鲜的联合国代表团邀请了曾在美国中央情报局(CIA)工作过的传统基金会(The Heritage Foundation)的高级研究员克林格纳(Bruce Klingner)去朝鲜参加会议。
特朗普与保守派智库“遗产”(Heritage)”“有密切关系。而传统基金会在从旅行禁令到国防开支的各个方面都对总统有影响力。克林格纳拒绝了朝鲜的邀请，他表示，他们正在与美国的学者和前官员接触。虽然这样的会议是有用的，但如果朝鲜当局想发出明确的信息，它应该直接和美国政府接触。
朝鲜的中间人也同里根和老布什时期的国家安全委员会亚洲专家、卡内基国际和平基金会副总裁包道格（Douglas Paal）联系。他们希望包道格安排朝鲜官员和同共和党有关系的美国专家在瑞士等中立地点谈判。他也拒绝了朝鲜的要求。
不过，据参与讨论的近十几名人士透露，自特朗普当选以来，朝鲜代表一直对弄清这位非常规的总统脑子里在想什么非常感兴趣。这些参与讨论的人都要求匿名。早在特朗普的任期内，朝鲜就提疑问：特朗普真的会认真考虑关闭美国在韩国和日本的军事基地，正如他在竞选中所说的那样吗？
