亚特兰大联储主席:12月可安心加息
美国亚特兰大联邦储备银行新主席博斯蒂克9月26日表示,近期通胀数据疲弱,可能意味着劳动市场仍在从2007年至2009年间的金融危机复原,而在支持再度加息之前,他希望见到“明确证据”显示物价走强。
博斯蒂克并未完全排除今年再度升息的必要性,他重申数名同僚的说法,称他对于12月升息抱持开放态度,期待通胀低潮能够过去。他辖区下的企业报告称薪资压力升高,他手下的职员预期通胀将持坚,博斯蒂克称他相当安心地认为事实上可能可以在12月推动升息。
但博斯蒂克在一份预先准备的讲稿中表示:“在距离美联储下次会议还有超过一个月的时间下,情势仍不明朗。我注意到从通胀来看还会低于目标好一段时间。这是他就任以来首度对货币政策发表谈话。这是我认真关注的东西,若我们并未看到走势开始反转,这会重塑我对于适宜政策路径的看法。”
博斯蒂克今年在美联储的联邦公开市场委员会(FOMC)没有投票权。但他的言论使之加入了美联储官员中正在增长的一派阵营,这些人表示,他们希望看到有更明确的迹象显示通胀率将升向美联储2%的目标,并且认为近期疲弱并不涉及更长久的问题。
博斯蒂克称,他的一些同僚认为科技和全球经济结构等因素正在压制物价,且这种压制力量可能是持久的并令美联储难以对抗,但他本人不认同这种观点。
相反的,博斯蒂克将物价疲弱归因于一个更加常规的理由,即就业市场仍处在从危机中复苏的过程。他还提到了一些事实来加以证明,比如薪资增长疲软,25-54岁年龄段的就业参与率在最近几个月略有上升。
博斯蒂克认为,随着就业和经济增长的持续,劳动力市场的疲弱应可自我修正。博斯蒂克说道:“劳动力市场仍残留一些闲置力量,这因而使我相信,对于目前的环境而言,当前的货币政策立场并非过度宽松。”
