美国限制签证，朝鲜赫然在列
据美国媒体报道，特朗普上周日签署行政命令，将乍得、朝鲜和委内瑞拉列入新禁令名单，同时继续限制伊朗、索马里、利比亚、也门和叙利亚公民申请美国签证。之前被列入禁令名单的苏丹不在新版名单上。共有8个国家被列入新版旅行禁令名单上。
白宫官员说道，美国将对朝鲜、委内瑞拉、乍得、伊朗、利比亚、叙利亚、也门、索马里实行旅行禁令；对苏丹公民的旅行禁令已经解除。乍得、朝鲜和委内瑞拉不是早些时候旅行禁令的一部分。
此前在3月6日，特朗普已签署修正版入境禁令，与他上任之初的草案相比发生的主要变化是不再把伊拉克列在被禁国家之列。
这些限制适用于将要办理签证的个人，可是目前持有美国签证的外国公民不会受到影响。这一新规则将于10月18日生效。FX678援引外媒的报道，尽管多数上述国家的旅行者将暂时不能进入美国，但在加强甄别和审查后，一些旅行者仍被允许进入美国。
这些限制将为每个国家量身定做。例如，只有来自朝鲜和叙利亚的游客才会被完全禁止入境，而对于委内瑞拉的游客而言，仅仅限制政府官员入境，但常规的游客还是能入境的，但须接受额外的筛查。
移民禁令对每个国家的标准都是不一样的。倘若是伊朗来美国留学的学生，那么可能会批准他们的学生签证，索马里人可以申请旅游签证，但不允许他们申请移民签证。此外，面对很可能要在11月份前来与美国队进行附加赛争夺最后一张2018年俄罗斯世界杯入场券的叙利亚国家足球队球员，美国海关也会特事特办高抬贵手。
白宫在一份声明中表示，将无限期的对这些国家实施限制，不过如果这些国家的安全状况得到了充分的改善的话，美国国土安全部可能会取消这些限制。
特朗普前两次颁布的旅行禁令被法院一再封杀，法官们认为他们歧视穆斯林。最高法院已定于10月10日开始正式审理特朗普移民限制令是否合法。朝鲜和委内瑞拉加入名单后，扩大了禁令的限制范围，此前的禁令主要针对穆斯林国家。美国政府官员声称旅行禁令并非基于种族、宗教或信仰，美国不计划撤回有效的签证。
在8个被特朗普列为旅行禁令的国家中，有6个是穆斯林占多数的国家。美国伊斯兰关系委员会的Zahra Billoo上周日在一份声明中表示，即使一再调整，这一政策也有仍着排外和违宪的意味。
