黄金多头不断涌来，对朝制裁完全不上心
现货黄金9月11日大幅走低逾1.1%，避险买盘表现出高处不胜寒，继续做多的积极性有所退却。有观察家认为，联合国对朝制裁收效严重打折扣，甚至英、美国家都没法彻底阻断自身同朝鲜的商业往来。
朝鲜方面则再放狠话，称如果美国方面持续就朝鲜核试验推动新的对朝制裁，美国就将会最大限度感受到“疼痛和苦楚”。朝中社援引朝鲜外务省的声明警告称：“若美国当真为强化对朝制裁炮制出新的非法决议，那么朝鲜民主主义人民共和国绝对保证，美国将付出应有的代价——感受到建国以来从未尝到过的痛楚。”
据外媒报道，美国方面起初呼吁各国停止对朝原油出口，并且冻结该国领导人金正恩在海外的所有资产，但为了赢得安理会成员国尽可能广泛的支持，美方有意调降对朝新制裁的力度。外交人士周一透露，有关“冻结金正恩海外资产”的条款已经从修订后的草案决议中剔除，“对朝原油禁运”的说法也被“建议逐渐减少对朝原油出口”代替。
澳大利亚广播公司(ABC)则报道称，朝鲜全球商业网络中的部分资金是通过一个被称为“第39号办公室”的神秘政府部门进行运作的。防务专家Andrea Berger告诉BBC称：“‘第39号办公室’经常从事非法勾当来获取资金，每年创汇近16亿美元，朝鲜当局对该机构大加赏识。”
哪怕是英国、甚至美国，都没法永远成为朝鲜的商业禁区，“朝鲜国家保险公司已经有能力实现在英国运作，而且朝鲜还实现了从美国进口商品。朝鲜领导层的车队用车就是实现在美组装，然后通过第三国转运至朝鲜的。”
Berger坦言，国际社会并未用尽全力制裁朝鲜，“我认为，联合国未来对朝新增制裁的做法，只是好比放大原先筛子的面积，根本无法完全杜绝漏网之鱼。有那么多国家、包括西方国家同朝鲜保持着或多或少的商业来往，没有一轮制裁是得到100%充分贯彻的。”
