尽管美联储去年年底向市场兑现了年底加息的承诺，但近期美联储高官们讲话“鸽声”阵阵，波士顿联储主席罗森格伦表示，美国经济增速的预期正在下滑，从而令美联储预期的加息路径面临风险。尽管决策者们上月给出的预测中值为2016年可能的利率路径提供了“合理预估”，但这个预期面临着“下行风险”。
新上任的达拉斯联储主席卡普兰表示，自己既非鹰派也非鸽派，而是“中间派”。他认为，2016年美国经济增速估计在2%-2.5%之间，中国正在应对产能过剩、杠杆比例过高和老龄化问题。
美国芝加哥联储主席埃文斯则支持比FOMC预测中值更浅的加息路径，他认为，联邦基金利率的终端水平可能会低于以往，而且需要“非常渐进的”加息来确保通胀率回归2%。
埃文斯称，海外形势发展“一定程度上”抵消了美国经济的乐观势头，预计国际领域一段时间内无法加速美国经济增长。
美国前财长萨默斯也表达了对形势的担忧，他认为，全球经济无法承受美联储今年四次加息。
他说，决策层应该重视全球大宗商品和股票市场发出的“风险严重下倾”的信号。“鉴于价格和增长疲弱，美联储若像分析师们所预期的那样在今年加息四次的话，全世界恐怕难以从容应对。”
