11月19日亚市盘中11点多，日本央行公布了利率决议，宣布维持货币政策不变，维持货币基础年增幅80万亿日元的计划；以8:1的投票结果维持货币基础目标不变。并表示，将继续实施QQE直到稳定实现2%通胀目标。决议公布后，美元兑日元短线下跌30多点至123.10一线附近。
此前，市场就预期日本央行维持利率不变。
木内登英提议将每年购买日本国债的规模削减为45万亿日元，但遭到大多数委员的反对。其同时提议根据有弹性的物价目标，在必要时尽可能长时间保持资产购买和零利率。该提议同样被以8:1的票数否决。
日本央行表示，将继续实施QQE直至通胀率稳定在2%。同时将继续关注风险，适当调整政策。

日本央行明显对采取进一步宽松措施持保留态度，并对通胀水平抱有足够耐心。这令得市场此前对日银进一步宽松的预期在原本就已经削弱的情况下进一步下降。
美元/日元也得以维持亚盘的高位回落行情，并有进一步下跌趋势。不过总体来看，美元因12加息预期升温维持强势态势，汇价下跌空间或不大。
