北京时间13:30日本央行行长黑田东彦对商界领袖发表演说,表示，日本经济预计将继续温和复苏，为了实现2%的通胀目标，将尽可能的延长QQE措施。
黑田东彦说，由于薪资涨幅料超过物价涨幅，民间消费将保持韧性，而且美联储货币紧缩指日可待表明美国经济正在改善；
近期中国股市重挫可能是对之前过高点位的修正，中国经济可能将大体走稳，不过步伐将略微放缓。必须要留意新兴经济体和全球金融市场形势变化等风险。
对于日本国内通胀，黑田称，日本达到2%通胀目标的时间预计在2016财年上半年左右，但有可能因为油价波动而受到影响。
若有必要快速实现日本央行的物价目标，将毫不犹豫地调整政策。为实现2%的通胀目标，将尽可能长得维持量化质化宽松(QQE)措施。
整体物价趋势在稳步改善。日本要达到2%的通胀目标，就必须进一步加强正面的经济周期，尽管企业获利创纪录水平，资本支出和薪资增长步伐仍乏力。
黑田东彦说，改变企业和家庭的通缩思维需要时间，黑田东彦：日本央行将继续致力于克服通缩，实现2%的通胀目标。一旦稳步实现2%的通胀目标，目前的低利率环境将不会持续而劳力短缺问题将更加突出。
由于中国和新兴经济体放缓，出口和产出均表现乏力，日本出口暂时可能不会有起色，但随着新兴经济体摆脱放缓趋势将会逐步回升。
日本经济基本面保持强劲，QQE措施在帮助日本摆脱通缩方面发挥了预想的效果。希望政府能继续采取举措来提升日本经济增长潜能，会就此提出请求
最后，对于外汇市场，黑田东彦称，外汇市场难以预测，将继续密切关注汇率走向和其对经济的影响；对于美联储渐进升息的前景，新兴经济体的抵触目前已经变少。
