日本央行审议委员木内登英周四表示，日本通胀不太可能在未来2年半达到日本央行2%的目标，因消费者支出持续疲软，以及中国经济放缓影响日本出口。
木内登英警告称，随着中国经济增速放缓，以及美国消费者支出持续疲软，亚洲经济增速或显著放缓，而日本经济或只能温和反弹。
他还担忧日本央行激进的刺激措施带来的持续增加的成本，并坚持认为日本央行应该逐渐退出量化与质化宽松措施，并推迟实现2%通胀目标的时间。
木内登英表示，“在2018年3月结束的2017年财年，日本通胀不可能达到2%。”
“我认为该通胀目标远高于日本目前经济增长潜力所匹配的通胀水平。”他还称，除非日本央行的货币政策结合了经济结构性改革，以提升日本生产力，否则该通胀目标很难实现。
他还指出，日本经济目前正处于停滞中，未来只会温和反弹，鉴于日本对亚洲出口疲软。
个人消费也将缺乏动能，因食品杂货价格上扬与工资增长温和导致日本家庭减少了支出。
在今年第二季度，日本经济出现萎缩，通胀率接近于零，这让日本央行感到压力不小，并可能通过扩大刺激措施来实现2%的通胀目标。
日本央行行长黑田东彦已信心满满地表示，日本通胀正处于将实现央行目标的正规上。但是，木内登英等审议委员表示质疑，他们认为仅仅进行货币政策刺激或无法在这么短时间内实现该雄心勃勃的通胀目标。
木内登英一直特立独行地坚持认为，日本央行应逐渐退出QQE，因其担忧该计划的代价已经超过了好处，比如导致债券市场流动性不足。
