据悉，在印度黄金市场中，该国政府试图使得金饰购买更为透明，并且把需求推向纸黄金市场的企图遇到了非常大的困难。
一些金饰商表示，莫迪政府期望追踪黄金交易的计划是难以达成的，并不会减少所谓黑金的持有。
对很多印度人来说，持有黄金是一种重要的保值储存途径。
自本财年以来，印度政府就一直试图控制黄金需求，希望将黄金货币化。
印度政府规定，自今年6月1日起，印度的消费者们必须在购买超过10万卢布黄金时，给出自己的税务码或者永久账户号码(PAN)。但金饰商的一再抗议下，新规举步维艰，被延迟。
据调查，印度每年差不多900吨的黄金需求中，将会带来差不多四分之一的非法收益，也就是差不多340亿美元。
印度有三分之二的黄金需求来自农村地区，尽管莫迪政府下，农村地区新开了差不多1.6亿个新的账户，但有一半是不被使用闲置了的。另外，印度12.5亿人口中，只有1.4亿人拥有PAN卡。
这使得追踪黄金交易变得非常困难。
据称，印度财政部的税务部门将PAN号码的规则上交，但有官员称，还没有做出决定。
另外，印度政府还发布黄金债券以其货币化黄金需求。
但印度的黄金交易商们表示，那些希望用黄金来储藏非法收入的人，是不太可能转向黄金债券的。
此外，PAN码规定尽管还未实施，但金饰商们已经开始找到漏洞来应对规则，也就是不开大额发票，转而将大额购买分成几个小额发票。
有黄金交易商说：“人们不是积累非法收入以期买入黄金，而是希望持有这些收入，黄金为他们提供了掩盖方法。”
