周三，欧央行[微博]将给希腊银行业的紧急流动性支持(ELA)额度上限提高到至少710亿欧元。这是欧央行本月第四次上调ELA额度上限，且本次上调力度超过此前几次。
据彭博新闻社报道，两位知情人士获悉，欧央行将给希腊银行业的紧急流动性支持(ELA)额度上限提高到至少710亿欧元。
3月，欧央行接连上调给希腊银行业的紧急流动性支持。3月5日，欧央行将ELA上限上调5亿欧元至688亿欧元；12日ELA又上调了6亿欧元；19日该额度再度上调4亿欧元。
值得注意的是，19日欧央行管理委员会批准的ELA上调额度为4亿欧元，远低于当时希腊方面请求的9亿欧元额度，当时希腊银行业可得到最高约700亿欧元的ELA支持。而本次彭博社报道的ELA额度上限为至少710亿欧元，这意味着欧央行最新上调额度为约10亿欧元，远超此前几次上调规模，也超过了上次希腊申请的上调额度。欧洲央行管理委员会需要有三分之二的委员同意，欧央行才能上调ELA限额。
如果希腊想要获得更多救助资金，需要在下周一前递交改革方案。希腊需要证明将履行改革承诺。
欧央行今年2月初宣布，暂停希腊债券作为抵押品时享有的信用评级豁免权。这无疑限制了希腊银行业融资能力，但希腊的银行还能通过融资成本较高的ELA获得欧洲央行的支持。
上月，摩根士丹利预测称，如果希腊银行业流失存款的速度维持在每周约20亿欧元，则14周后就可能耗尽抵押品，失去贷款来源，面临崩溃的危险。然而，近来希腊银行业存款流失形势没有缓和。上周三，希腊单日存款流失3亿欧元，规模创2月20日希腊与债权人达成延长援助四个月协议以来最大。
周二，路透社援引知情人士称，除非获得来自债权人的新一轮援助，不然希腊将于4月20日用尽现金。索罗斯在接受彭博电视采访时表示，当前正处于风口浪尖，这是一个双输的游戏，希腊的问题由来已久，从一开始各方就没能适当处理问题，希腊退欧的可能性为50%，希腊很可能面临失败。
