褐皮书相当看好美国经济前景

周三美联储公布褐皮书报告称，该行高官相当看好美国经济前景，而主要的刺激经济增长的因素则包括油价下跌、假期购物支出增长及就业增长等。报告显示，在美联储下属的12家地方联储中，大多数地方联储都对经济前景感到“乐观”。同时，多数地方联储都表示通胀仍旧处在受抑制的水平。
周三公布的这份褐皮书报告涵盖的时间段为10月份和11月份，这一阶段中金融市场呈现出混乱状态，原油价格则大幅下跌。报告称：“多个地区均指出，联系人仍对未来经济活动的前景表示乐观。多数地区的消费者支出均继续增长，旅游业相关报告也基本表现正面。就业增长广泛分布在各个地区，且提供了商业支出报告的地区整体指出其状况有所改善。”
报告还指出，有些地区的企业甚至面临着“难以留住关键员工”的问题，而对于就业市场的健康性来说，人员流动和有关能找到更好工作的乐观情绪都是关键性的指标。有些地区继续报称企业面临难以找到合适人选填补重要岗位的问题，但与此同时假期购物季节相关的企业聘用人数的增长则并未远高于正常水平。
尽管已在10月份终结量化宽松计划，但美联储目前基本上仍处在超宽松的货币政策模式中。虽然经济状况正在改善，但美联储仍将联邦基金利率维持在接近于零的水平。就业市场状况有所改善，但通胀率则仍低于美联储2%的目标水平，这使得该行有理由继续保持零利率政策。
