欧洲央行对欧元区经济前景的最新预期十分低迷，预计明年欧元区经济仅增长1.0%，而非三个月前预计的增长1.6%；明年通胀料仅为0.7%，低于9月预期的1.1%，且远低于央行设定的略低于2%的目标。德拉吉宣布，央行预计未来数年欧元区的经济产出将低于三个月前的预期，而油价下跌将进一步拖低通胀。
此前，欧洲央行一如广泛预期维持主要再融资利率在0.05%不变，同时考虑是否购买公债以提振欧元区经济。央行还维持银行隔夜存款利率在负0.20%不变，隔夜贷款利率在0.30%不变。
