欧元区经济停滞不前

数据研究机构Markit公布最新数据称，主要受德、法、意三大经济体制造业萎缩拖累，欧元区11月制造业采购经理人指数（PMI）终值为50.1，仅略高于50枯荣线，不及预期和初值50.4。
欧洲央行即将于4日举行年内最后一次货币政策会议，在经济几近停滞、通胀率下滑、失业率居高不下的背景下，外界对欧洲央行启动量化宽松计划（QE）购买成员国国债的预期高涨。分析人士预计，欧洲央行将在12月就进一步采取刺激措施做出更为明确的承诺。
欧元区多国制造业疲软
数据显示，欧元区11月制造业活动几近停滞。从各成员国来看，德国11月制造业PMI终值为49.5，跌至50枯荣线下方，创17个月新低，不及预期和初值50.0。制造业产出增速为2013年6月以来最慢，新订单量也以近两年来最快速度下跌。
法国11月制造业PMI终值为48.4，虽高于预期及初值47.6，但仍位于50枯荣线下方，表明制造业持续萎缩。
11月，在Markit调查的欧元区8个成员国中，有5国制造业活动出现收缩，其中，奥地利、法国和意大利分别列倒数第一至第三位。
对此，Markit首席经济学家克里斯·威廉姆森表示，11月欧元区制造业情况比预期更糟，欧元区制造业表现降至2013年中期以来最差水平。这也是近一年半以来，欧元区三大经济体首次同时出现制造业停滞或萎缩的情况。欧元区陷入新一轮经济衰退的风险已经增加，欧洲央行被迫推出更多刺激措施的压力与日俱增。
明年初或推出QE
此前公布的数据还显示，欧元区11月通胀率初值为0.3%，低于10月的0.4%。11月欧元区失业率连续第三个月保持在11.5%，失业人数连续第二个月增加。目前欧洲央行内部针对启动QE的态度仍不统一，德国反对此举。欧洲央行管理委员会委员、德国央行行长魏德曼表示，外界若认为欧洲央行能通过购买国债在未来一段时间内提升欧元区经济，这“是不切实际的想法”。
不过，欧洲央行副行长康西卡奥则表示，若欧元区经济并未好转，欧洲央行可能于明年第一季度购买国债。高盛集团1日发表报告指出，欧洲央行正在逼近“真相时刻”，该行必须在接下来的几次货币政策会议中做出重大决定，其中一个选项就是购买国债。高盛称，欧洲央行2015年1.1%的通胀目标与目前欧元区通胀水平存在巨大鸿沟，这一差距意味着该行要么下调2015年通胀目标，此举的风险在于可能被批评为未能履行维持物价稳定的使命；要么追加货币刺激，目前最有可能采取购买国债全面启动QE的方式。
法国兴业银行[-0.59% 资金 研报]经济学家安南柯夫称，欧洲央行在未来购买欧元区国债的可能性越来越高，有可能在2015年年初采取行动。欧洲央行近期可能会就购买资产的范围与其他投资者展开进一步磋商。
法国农业信贷银行认为：“欧洲央行今年内传达的讯息并非一直很明确，但整体而言，我们预计该行仍将稳步迈向更为温和的立场，4日的货币政策会议不会宣布立即启动购买国债，但将更正式地承诺扩大购买资产的范围。”
