欧元区11月通胀率创5年新低

欧盟统计局日前发布的数据显示，欧元区11月通胀率初值为0.3%，低于10月的0.4%，创5年新低。持续放缓的通胀率和盘踞高位的失业率加大了欧洲央行推出进一步刺激政策的可能。
从构成来看，11月能源价格同比下降2.5%，成为拖累欧元区通胀率的重要因素；而服务业、食品与烟酒价格分别为同比上涨1.1%和0.5%；非能源工业品价格保持稳定。剔除能源、食品和烟酒这三类价格变动较大的商品，欧元区11月核心通胀率为0.7%。
欧元区10月失业率维持在11.5%。欧盟社会事务专员Dombrovskis表示：“欧洲经济复苏依然脆弱，失业率仍维持在高位。”
欧洲央行将于本周四举行货币政策会议，最新通胀和失业数据将是决定该行未来货币政策关键因素。
欧元区通胀率持续多月在低位徘徊，远低于欧洲央行设定的接近但低于2%的通胀率目标。11月，欧洲央行宣布将扩大资产负债表规模至2012年初水平，也即从当前2.1万亿欧元扩大至近3万亿欧元规模。当前，欧洲央行主要通过资产支持债券购买计划、定向长期再融资操作、担保债券购买扩充资产负债表。欧洲央行副行长此前表示，若现有措施不能在规定时间使资产负债表扩充到目标水平，欧洲央行将考虑购买其他资产，其中包括可能在明年第一季度购买成员国主权债券，即启动全面的量化宽松措施（QE）。
德国商业银行预计，欧洲央行大规模购买成员国国债的几率为三分之二，该行可能在明年分阶段推出量化宽松政策。
