德拉基：欧元区经济在稳步复苏

欧洲央行(ECB)行长德拉基(Mario Draghi)周一(3月16日)发表讲话，他将欧元区经济的现状描述为“正在稳步复苏”，并呼吁在欧洲机构整合方面实现“巨大飞跃”，以便各国加强主权共享。
在欧洲央行启动印钞机开始主权债购买(QE)行动一周后，德拉基表示，欧洲央行的刺激政策、油价下跌以及欧元区各国的结构性改革都在帮助支撑区内19国的经济成长。然而随着欧元区购债计划的持续进行，欧洲大量印钞票，令欧元进一步走低，刺激美指上涨，对金价构成长期的利空。
德拉基在一金融会议上称，“当前的背景是，欧元区经济形势正在稳步复苏。多数指标显示，持续经济复苏正在站稳脚跟。同时，企业和消费者信心正在上升。经济成长预估已经上修。银行业放款在供需两方面也正在改善。”
德拉基认为，欧洲央行帮助促成了这种好转。周一稍早，欧洲央行表示，在实施量化宽松的第一周，共投入97.51亿欧元(103.0亿美元)购买公共部门债券。其量化宽松计划向经济挹注逾1万亿欧元。
根据量化宽松计划，欧洲央行打算每月购买600亿欧元债券，以国债为主，直到2016年9月，必要时可能延长该计划。
欧洲央行预计量化宽松将刺激疲弱的欧元区经济复苏。油价下降以及银行放贷活动回升，已经在促进经济成长。
然而，德拉基也警告，欧元区各经济体与机构尚未充分整合，同时敦促各国改革经济以增强自立能力。
他补充道，欧元区国家的整合程度，还不足以打消外界对其凝聚力的疑虑。
德拉基从2012年初开始便致力于加强整合，当时欧元区债务危机促使他与其他对抗危机的要角合作拟订出一份路线图，推进银行业联盟、财政联盟、经济联盟与政治联盟。
