上金所18日7点启动黄金国际板

人民币计价，定名“上海金”。上海黄金交易所昨天开始对外发布请帖，将在明天晚上7点正式启动黄金国际板。这比原计划在上海自贸区成立一周年前夕的9月底要提前一些。
作为上海自贸区内金融创新的重要内容，黄金国际板广受关注。它是上海黄金交易所在上海自贸区注册的国际交易平台，正式名称是上海国际黄金交易中心。自贸区内和境外投资者可以通过FT账户投资中国的黄金市场，以人民币计价和结算。
据了解，黄金国际板将实行“净额、封闭、分级”的资金清算原则，专项管理其国际会员及其客户资金，严格限定资金仅用于交易所交易。
中国在2013年已成为全球最大的黄金消费国和进口国，其中，上海黄金交易所去年黄金出库量已占全球黄金产量60％，占全球消费量近一半，但国际黄金的定价权一直掌握在纽约和伦敦手中。推出国际板，上海将有望成为亚洲黄金市场的中心。
今年5月4日，央行印发《关于同意上海黄金交易所设立国际业务板块的批复》，原则上同意上海金交所国际板方案。在批准之初，国际上已经有数十家机构表达了强烈的参与意向。直接引入海外投资者会员参与成为一个选项，因为这可以大幅提高交易量和交易活跃度。交易方面，境外会员可以使用离岸人民币。在FT账户推出之后，作为支付交易使用已经没有障碍。
单从黄金国际板并没有上市新品种来看，相当于金交所在自贸区开设了一个交易的柜台，但和原来最大的不同是，黄金国际板的交易主体和交易思维发生了较大变化。首先，黄金国际板采用人民币计价，这意味着将黄金现货和人民币联系在一起，使得人民币增加了一个在国际金融舞台发挥影响力的窗口。
第二是大量引入国际投资者，大大提高了“上海金”的国际影响力。目前上海的黄金价格包括期货和现货，都已经实现了夜盘的连续交易，和世界接轨，对投资者防范风险发挥较大作用。接下去国际投资者对上海黄金价格的估值，也将有助于发现更为合理的价格，进而反向影响欧美交易市场。
