伦敦金定价有问题 遭FCA调查

伦敦每个营业日，5家银行以可回溯至1919年的仪式开会决定金价。现在，交易员和经济学家纷纷指出，从通话内容收集的信息可能让一些交易员在买卖黄金上掌握不公平的优势。
彭博社报导，因此事不公开而要求匿名的1名知情人士透露，英国金融行为监理总署（FCA）正在调查规模20兆美元的金市价格是怎么决定的。
伦敦定盘价是矿业、珠宝业和各国央行买卖并评估金价所用的基准，每日经巴克莱集团（Barclays Plc GB-BARC）、德意志银行（Deutsche Bank AG DE-DBK）、加拿大丰业银行（Bank of Nova Scotia CA-BNS）、汇丰控股公司（HSBC Holdings Plc GB-HSBA）和法国兴业银行（Societe Generale SA FR-GLE）参与的电话通话后公布两次。
这项过程可能花数分钟到超过1小时，期间黄金买卖照常进行，参与者在通话过程中也能在现货市场和交易所上买卖黄金及其衍生性商品。根据9月发表的研究，定盘开始不久后黄金衍生性商品交易便暴增。彭博社访问的4名交易员透露，这是因为交易员与他们的客户运用商谈所得的信息押注结果。
曾任巴克莱经济学家的法兰克福贵金属经纪商Degussa Goldhandel GmbH首席经济学家波雷特（Thorsten Polleit）表示：「即使时间很短，参与这个定价过程的交易员掌握的信息仍胜过其他人所知。这是伦敦黄金定盘价的一大缺陷。」
根据伦敦金银市场协会（LBMA），伦敦是全球最大黄金交易中心，2012年每日成交额逾330亿美元，超越纽约商品交易所（COMEX）的期货成交额290亿美元。根据LBMA官网内容，现金结算交换和选择权等金融工具定价都是参考伦敦定盘价。
1名知情人士透露，美国商品期货交易委员会（CFTC）今年在非公开会议中讨论过要调查金价是怎么决定的。另1名人士表示，英国FCA只是初步调查，并非正式调查。这些人士都不愿透露被调查的目标，或主管机关是否怀疑有不法情事。
彭博社访问的黄金交易员、学者和投资人指出，伦敦定盘通话的参与者能在约1分钟内判定金价涨跌走势，判断依据是首轮后是否有大量的净买家或卖家。他们表示，如此特点让取得信息的交易员和其他人士可抢在定盘价公开前几分钟，以高度确定性押注金市走向。
伯斯西澳大学（University of Western Australia）讲师卡明斯基（Andrew Caminschi）9月2日在「期货市场期刊」（Journal of Futures Markets）上发表的共同执笔论文，探究伦敦定盘价在在线公布前后交易量暴增的现象，他表示：「信息从5家银行向下涓滴，经由他们的客户，最后才到达大盘。在交易优势以毫秒计算的环境中，这具有可观的价值。」
