拉加德：過早收緊政策是不可取的，保持有利的融資條件至關重要。歐洲央行準備根據需要調整所有工具，下個季度緊急抗疫購債計畫（PEPP）的購買速度將顯著加快。
拉加德稱：疫苗接種支撐了經濟復蘇的預期，歐洲央行預計2021年的GDP增長將為4.0%，而12月預期為3.9%。但持續高的新冠感染率和封鎖在短期內會對經濟增長造成壓力，最新資料表明第一季度經濟持續疲軟，經濟可能在第一季度出現萎縮。
拉加德稱，通脹已經抬頭，1月、2月通脹急劇上升，預測顯示潛在的通脹壓力將逐漸增加，通脹上升主要是由於短期因素。根據石油期貨走勢，預計通脹將在未來幾個月上升。一旦疫情的影響消退，通貨膨脹的壓力將逐漸上升。
對政策制定者而言，近幾周來債券收益率急升，可能進一步壓抑經濟活動，也讓問題更為複雜。近期債市拋售期間，歐洲央行都未提高緊急購債規模。投資者預計，如果德國公債收益率從目前的負0.30%升至接近0%，歐洲央行將進行大規模幹預。
事實上，儘管德國10年期國債收益率年初以來上漲了約25個基點，但繼續處於負值，在大多數人看來仍然很低。對歐洲央行而言，更為關鍵的是，德國與其他國家債券之間的利差基本保持穩定。
在過去的兩周中，購債量實際上有所減少，這使得人們對備受歐洲重視的“購債靈活性”預期感到困惑，不符合政策制定者提出的一系列口頭警告。市場現在對歐洲央行的承諾表示懷疑。
決策者之間的分歧也可能使收益率控制變得複雜化。儘管一些利率制定者已經在要求採取行動，但保守的政策制定者認為，收益率的增長幅度很小，而且前景光明，至少在一定程度上是合理的。
全球通貨膨脹率正在上升，新冠疫苗接種也正在推進中，增強了人們對解除社交封鎖的期望。但相比美國或英國，歐洲在抗疫成就方面顯示出更多低效，似乎落伍了。而且與美國所提供的措施不同，歐盟的財政刺激措施充其量只能算適度，因此經濟體將需要更持久的央行刺激措施。
