在新冠疫情大流行期間，特朗普大大減少了赴美外國人人數，認為出於健康原因和保護美國勞工就業需要採取這些步驟。本月早些時候，他甚至還宣佈了新規：若學校在秋季完全實施線上教學，國際學生必須離開美國。面對來自大學、商業協會、科技公司和工會的廣泛反對，特朗普隨後放棄了該計畫，但仍可能重新討論該問題。
美國決策者還需要通盤考慮，出臺進一步的政策措施來提振需求，在支持最弱勢群體的同時，保護全社會的積極進取創造精神；否則將增加整體經濟的風險，並可能導致社會動盪，那樣只會惡化金融市場人氣。
