5月20日，現貨黃金保持漲勢，消息稱病毒疫苗的初步數據不足，延緩了經濟復蘇的預期，同時法德兩國成立歐盟復蘇基金的提議，可能讓歐盟接近於財經聯盟的措施，刺激歐元走強，而美元指數錄得近六周的新低，也刺激了金價的高位運行。
法國和德國周初提議，設立一項規模達5000億歐元的復蘇基金，向受冠狀病毒疫情衝擊最嚴重的歐盟地區和行業撥款，並允許歐盟執委會代表整個歐盟發行債券來籌集這筆資金。
默克爾之前一直反對法國總統馬克龍提出的設立復蘇基金——使歐盟27個成員國聯合發債——的建議。但新冠疫情2月襲擊歐洲、引發一波死亡和封鎖措施後，默克爾不得不擔心歐盟的未來。
相較於歐洲幾個較大經濟體的規模，雖然提議的基金金額不算大，但已經明顯減輕歐元受到的賣壓，因為這是默克爾擔任德國總理15年來作出的最大膽舉措之一。
這一提議可能使得歐盟朝著撥款聯盟又邁進一步，該聯盟將幫助緩解歐盟內部的各種經濟失衡。不過此提議可能面臨部分富裕且財政立場保守的國家反對，一些分析師警告，是否能很快達成協議還言之過早。
隨著全國大部分地區關停以阻止新型冠狀病毒傳播，美國經濟遭受了自1930年代大蕭條以來的最大打擊。令人震驚的是，4月失業率從3月的4.4%躍升至14.7%，創下二戰後的最高紀錄。超過3000萬人申領失業金。
投資者還在等待日內稍後即將公佈的4月美聯儲會議紀要。美聯儲已經將利率削減到接近於零的水準，並設立了覆蓋範圍廣泛的計畫，以確保金融市場在大流行期間繼續運轉。聯儲還針對企業推出了前所未有的貸款安排，並首次購買企業債券。
美聯儲新推出的針對中型企業和市政債券市場的貸款計畫將在6月初開始實施，這項計畫由財政部提供信貸保護，聯儲其他正在實施的貸款計畫將會運行到本月底。到目前為止，美聯儲信貸計畫發放的貸款“相當有限”。
無論如何，在有效疫苗問世之前，美國政府在應對疫情方面遭遇到的任何阻力都會被市場解讀為負面消息，疊加強勢歐元的作用，美元指數最近幾天面臨的賣壓顯著增強。
