5月13日，美元指數繼續處於劣勢，現貨黃金走強，市場預測美國可能走向負利率道路，同時美國總統特朗普敦促美聯儲實施負利率，而且目前美國兩黨之爭將會持續增加投資者的不安情緒。
但美國總統特朗普週二再度敦促美聯儲實施負利率。特朗普發推文稱：“只要其他國家還在享受負利率的好處，美國也應該接受這個‘禮物’。巨大的數字！”
美國4月消費者物價創大衰退以來最大降幅，核心物價創紀錄下跌，在為減緩新冠疫情蔓延而採取的封鎖舉措令美國經濟陷入了更深的衰退之際，這加劇了人們對出現一輪通貨緊縮的擔憂。美國貨幣市場工具從上周開始消化負利率的可能性，美指多頭在100關口附近遭遇阻擊。
但投資者認為，負利率作為一個選項無法絕對排除，特別是如果新冠病毒疫情導致美國經濟進一步惡化的話。疫情已經導致逾140萬美國人感染，逾8.3萬美國人死亡，並且經濟陷入癱瘓。
市場此前認為，疫情最糟糕時期已經過去，經濟只會越來越好。但福奇的評論給金融市場近幾周的樂觀情緒蒙上陰影，美股上日收跌加劇了圍繞經濟前景的謹慎情緒，也給金價提供了適度支撐。
美國白宮經濟顧問哈西特在布魯金斯學會一場網路直播活動中表示，如果重啟經濟能夠成功，現有對企業與勞工的紓困舉措可能已經足以讓經濟維持堅實基礎，不過需要更多資料印證。
共和黨人說，在各州正在重啟經濟之際，他們希望暫不推出新的新冠紓困立法，以評估國會自3月初以來已推出的近3萬億美元援助所帶來的影響。目前美國有數以千萬計的人失去了工作。
國會對政府危機因應方案進行立法，是捨本逐末的做法。美國兩黨的當務之急是，必須擱置黨派利益和觀點紛爭，齊心協力應對形勢依然相當嚴峻的新冠疫情；否則只會加劇金融市場的恐慌情緒，受益的自然是黃金等避險資產。
