4月22日,現貨黃金市場重新反彈上漲,由於石油價格崩跌,美元指數從高位回落,市場的避險需求明顯增加,同時美國官員稱過早復工可能讓病情更加嚴重,同時歐盟的援助計畫仍有更多爭議,英國人民對就業保障等問題越加悲觀。
布倫特原油錄得1999年3月以來新低至15.98美元/桶;而陷入絕望的生廠商為儘快出售原油不惜承受劇痛,NYMEX原油已在周初跌創史無前例的負價格。各國為抑制新冠疫情蔓延而實施的出行限制措施,導致汽油、柴油等燃料需求急劇下降。
華府方面,參議院週二一致通過一項規模為4840億美元的又一新冠疫情援助法案,以幫助美國經濟和治療新冠患者的醫院,該法案有待眾議院在本周稍晚的最終表決。
動盪的市況令投資者對風險的興趣大幅減弱,美國經濟迎來最終復蘇的腳步遠遠慢于投資者預期,全球股市反彈動能已明顯減弱,黃金等傳統避險工具成為更受青睞的選項。
美國是全球新冠疫情最嚴重的國家,已有逾257萬人感染,近18萬人死亡,並導致全境實施封鎖,學校被關閉,工業和企業停擺。一些州長推進復工心情急切,但衛生官員顯然在該問題上更具發言權,投資者可能強化對現金的執念。
他們料將達成初步協議,利用歐盟下一批長期預算來創造一個復蘇基金(Recovery Fund),但仍有許多細節存在爭議,意味著料將不會達成最終協議。
政府已經推出一套經濟援助方案,當中包括支付高達80%的薪資成本,藉以減少裁員,並為多達80%的小型企業銀行貸款提供保證。
若出現第二波疫情導致新的封鎖,現在暫時性失業就有可能變為永久失業,企業倒閉迫使家庭成員在哪怕取消封鎖後依舊人心惶惶,消費市場或陷入長期嚴重低迷,這是包括英國在內的發達國家所無法承受的,民眾短期內會加大現金儲備。
