3月17日，各國央行紛紛出爐的寬鬆政策未能平復市場對全球公共衛生事件蔓延帶來的不安感，投資者堅信，當前持幣觀望是最為安全的，美元指數創下新低，美國公佈的資料也創新近年來的新低。
全球公共衛生事件何時結束仍不明朗。目前全球病例數已升至近17萬例，死亡逾6600例，許多國家關閉邊境並採取益發激烈的措施，以降低全球公共衛生事件蔓延的嚴重程度。
美聯儲上周日進一步降息100個基點後，又有多國央行躍上舞臺中央，紛紛祭出刺激措施，增加流動性和降息。
加拿大央行週一宣佈新舉措，將擴大定期回購工具的合格抵押品範圍，以涵蓋該行常備流動性便利下的所有合格抵押品。該央行上週五意外再緊急降息50個基點至0.75%，為九天來第二次降息50個基點。
不過市場人氣仍脆弱，過去幾天全球風險資產不支倒地，因擔心全球公共衛生事件及嚴格的防疫舉措可能引發主要經濟體大幅衰退。
美國股市週一遭遇1987年以來的最大日跌幅，標普500指數收於2018年12月以來的最低水準，因為投資者擔心，事實最終證明新冠病毒大流行是一個強大的對手，各國央行、國會議員或是白宮都無法與之抗衡。
儘管美國總統特朗普通常給美國經濟唱讚歌，不過他如今也不得不暗示，全球第一大經濟體有出現衰退的可能性。他說：“市場會自己照顧好自己的。”
美國股市週一崩跌，凸顯出美聯儲上周日緊急降息舉措加劇了人們對企業營收受到擠壓的擔憂。美國波音公司證實，正與白宮高級官員和國會領袖就該公司自身和整個航空業的短期援助進行談判。
