美财政部关切人民币贬势、不支持TPP附加汇率条款

华尔街日报7日报导,美国财政部资深官员对人民币近期的贬势表达严重关切、指称这跟北京当局宣称将会放手让市场机制决定汇价的说法背道而驰。这名官员表示,敦促中国、德国等国提振内需将是美国国际经济政策的主要目标之一。嘉实XQ全球赢家系统报价显示,今年第1季美元兑离岸人民币升值2.61%、为2012年4-6月当季以来首度收涨。 彭博社报导,人行副行长易纲日前表示,汇率双向波动将成常态,人行在汇市的角色将会降低。中国财政部副部长朱光耀在接受CNBC电视台专访时表示,人民币贬值空间并不大。中国2013年贸易顺差达2,597.5亿美元、创2008年以来新高,为史上第三高水平。不过,今年2月中国出口年减18.1%、远逊于市场原先预期的7.5%增幅;贸易赤字达230亿美元。
根据美国财政部在去年10月30日发布的半年度报告,包括中国在内等主要贸易伙伴皆未被点名为「汇率操控国」。然而,这份报告点名人民币升值速度过慢、目前仍处于严重低估水平;德国名目经常帐盈余高过中国、导致欧元区(甚至是全球经济)笼罩在通缩阴影当中。根据世界银行的统计,2012年德国盈余自2011年的2,233亿美元升至2,385亿美元,同一时间中国自1,361亿美元升至1,931亿美元。
英国金融时报(FT)报导,根据世界贸易组织(WTO)的统计,中国在2009年成为全球最大出口国,目前当地进出口占全球贸易金额逾10%、远高于2000年的3%。
美国财政部紧盯中国、德国的同时却是轻轻放过日本。「Intellectual Property Watch」网站报导,美国众议院岁计委员会民主党首席议员Sander Levin 4月3日在听证会上指出,「跨太平洋伙伴关系(Trans-Pacific Partnership,TPP)」谈判面临的重大挑战包括汇率操控、环保与劳工标准等。美国财长Jack Lew认为,七大工业国(G7)、二十国集团(G20)已经就汇率问题达成协议,暗示他不支持在TPP附加汇率条款。
