美联储3年来第二度否认花旗资本计划

美国联储局(FED)于美国股市26日盘后宣布否决花旗集团(Citigroup Inc.)在2014年全面资本分析和审查(Comprehensive Capital Analysis and Review，CCAR)中所提出的资本计划。花旗所提出的资本计划包括截至2015年第1季底动用64亿美元买回自家公司普通股、将季度普通股股利提高至0.05美元/股。花旗仍可执行现有的资本计划：截至2015年第1季底动用12亿美元买回自家公司普通股、季度发放0.01美元/股的普通股股利。花旗执行长Michael Corbat 26日表示，公司尚未决定何时会重提资本计划。Thomson Reuters 26日引述消息人士谈话报导，花旗内部原本预期资本计划将可顺利过关。这是近3年来FED第2度否决花旗的资本计划(意即：将资本归回给股东)。在全球超过100个国家拥有营运据点的花旗去年盈余为136.7亿美元。根据Thomson Reuters的调查，分析师原先预期花旗季度每股股利应可提高至0.12美元。
除了花旗以外，FED 26日也否决了包括Zions Bancorp在内等4家银行(注：3家为汇丰、RBS以及Santander等欧系银行的美国分行)提出的方案。marketwatch.com报导，里昂证券知名银行分析师、「Exile on Wall Street」一书作者Mike Mayo形容FED否决花旗资本计划的决定「令人震惊」。根据FED上周公布的银行业压力测试结果，在FED设定的假设条件(失业率飙高至11.25%、股市大跌50%、房价下跌25%)下，30家大型银行当中仅有Zions未能通过测试；花旗的一级普通股权益资本比率介于6-7%之间、高于5%的最低标准值。花旗26日在正常盘下跌0.28%、收50.16美元；盘后续挫5.22%至47.54美元。
