圣路易斯联储：别猜升息时间 盯紧经济数据

去年在美国债市喊「水会结冻」的圣路易斯联邦储备银行(St. Louis Fed)总裁James Bullard又开讲了。MNI 26日报导，Bullard在香港瑞士信贷研讨会上指出，美国经济虽已经开始转好、展望持续看俏，今年底失业率可能会低于6%(注：2月份为6.7%)，但劳动市场其他指标也需跟进转好才行。他重申，美国通膨、联邦基金利率都可望在2016年恢复正常。他说，美国通膨已经触底、准备反弹至目标值；万一通膨不如预期、联邦公开市场操作委员会(FOMC)就得纳入考虑。Bullard说联储局(FED)主席耶伦(Janet Yellen)日前所谓「买债计划预计在今年秋季结束、随后的6个月内可能会调高利率」跟市场原先的预期相差不多。不过，他也强调，FOMC还是会依据经济数据做出判断、不会预设立场。
Thomson Reuters曾报导，根据Macroeconomic Advisers的统计，去年拥有FOMC投票权的Bullard击败时任FED主席的柏南克(Ben Bernanke)夺下王座，2013年累计让10年期公债殖利率变动了29个基点。柏南克虽以21个基点的影响力落败、但主要是因为在他透露有意离职之后、下半年发表谈话次数明显减少。英国金融时报2月10日报导，根据旧金山联邦储备银行资深经济学家Jens Christensen发表的研究报告，依据美国公债殖利率曲线来推断、市场预期首度升息时点已从2015年9月提前至2015年春季。Christensen研究显示，影响投资人的利率变动判断是FED的实际收伞决定以及重大经济数据变化、而非FED的利率前瞻指引。美国农业部(USDA)25日指出，如果气候没有异常的话、预估今年整体粮食价格涨幅将达2.5-3.5%。然而，根据干旱监测网站(U.S. Drought Monitor)公布的数据(注：截至2014年3月18日为止)，加州有高达99.80%的面积处于干旱状态、创2000年1月开始统计以来新高。
加州是美国最大农业州、供应全美超过三分之一的蔬菜以及将近三分之二的水果/坚果。如果美国通膨是由粮食价格所拉动(而非薪资)、消费者的实质购买力将遭侵蚀，这时候FED若还执意升息，后果可能不堪设想。
