德国央行总裁改口径 有意实行QE

德国央行(Bundesbank)总裁Jens Weidmann向来大力反对量化宽松(QE)，最近他却突然口径逆转，表示欧洲央行(ECB)可以购买债券或其他资产，提振欧元区经济，引发揣测。
路透社25日报导，QE意指央行买债或向银行购入其他资产。欧洲央行在德国压力下，一直拒绝实行QE。不料Weidmann上周五接受MNI访问，谈到降息空间有限，其他政策工具是否有效时，他说目前考虑的非传统措施多为未知领域，意味需要讨论实施效果、成本、副作用；这不代表QE毫无可能。
Weidmann是欧洲央行管理委员会(Governing Council)成员，德国是欧元区最大经济体， Weidmann发言在欧洲央行决策上极具份量。外界认为，Weidmann反对立场软化，可能意味欧洲央行未来态度可能出现变化。
面对欧元转强，Weidmann表示负存款利率可能是解决之道。他说，想抵销欧元强势升值对通膨展望的冲击，负存款利率似乎比其他方法更适合，但这只是假设，并非即将来临的决定。路透社、MarketWatch引述法国回声报(Les Echos)报导，法国总理Jean-Marc Ayrault宣称，欧元有「略为」被高估的情形，但这不会妨碍法国提高竞争力。此外，欧洲央行总裁德拉吉(Mario Draghi)13日则表示，由于强势欧元压抑了物价，因此央行准备推出货币政策来对抗通缩。
