桑莫斯：美国经济将停滞不前

桑默斯在英国金融时报发表专文指出，「长期停滞(secular stagnation)」可能是目前经济的新常态，在缺乏非传统政策的支持下，包括美国等主要经济体可能都无法回归完全就业与强劲成长。他提到，日本目前的GDP低于上一代多数人预期的三分之二水平，即便当地零利率政策已经实施许多年；在美国，目前的GDP比金融危机前预估的短少10%以上。
桑默斯并且指出，就跟日本在1990年代的时候一样，「美国经济增速即将达到逃逸速度(escape velocity)」这样的共识预测已经杠龟许多年了，就算美国明年真的加快成长步伐，没有人敢担保在实质利率恢复正常时这样的荣景能否继续维持下去。他还提到，工业化国家通膨低于目标水平且无反转向上迹象，显示需求处于长期不足的状态。
桑默斯11月8日在国际货币基金组织(IMF)所举办的研讨会上指出，美国经济成长迄今仍处于失衡状态、危机根本就还没结束。他质疑，当前趋近于零(注：联邦基金利率自2008年12月起即维持在0-0.25%)的短期利率政策迄今仍无终结的迹象、可能是导致美国经济无法正常运作的罪魁祸首。桑默斯担心，新的平衡利率已经成为负值。
2013年6-10月美国核心个人消费支出(PCE)年增率分别是1.2%、1.1%、1.2%、1.2%、1.1%。2008年10月迄今，核心PCE年增率只有4个月(2012年1-4月)曾刚好触及2.0%(FED通膨目标)。换言之，零利率政策实施5年的结果竟然是通膨即将创历史新低(注：美国史上最低的核心PCE年增率出现在2010年12月(0.9%))。
