不再次提高债务上限 美国又将面临违约

美国总统奥巴马(Barack Obama)上月签署一项法案，将政府16.7万亿美元的债务上限暂时延至2月7日，届时将重新确定债务上限。若不再次决定提高债务上限，财政部管理现金的“非常规举措”工具可以再维持一段时间，然后将开始出现违约。
美国财政部周三(11月20日)警告称，如果国会不能在2月7日前上调政府债务上限，那么美国又将面临违约。目前国会议员对于2014财年的联邦预算并没有展现达成协议的迹象，未来几个月可能会引发更多的自动减支。但财政部一官员表示：“目前没有迹象表明非常规举措会维持一个月以上。”
美国国会共和党和民主党10月16日在最后一刻达成协议，提高美国债务上限，结束持续16天的政府部分关门状态，并避免了美国国债违约。这是美国联邦政府自1996年以来首次出现停摆。
美国财长雅各布·卢(Jacob Lew)周二敦促国会在明年2月的最后期限之前尽早上调债务上限，称此举对于维护美国对债权国的承诺至关重要。
但美国总统奥巴马在周二说道，该举措就像是“一把上膛的枪”，并对全球经济构成损害。奥巴马并表示，预计此前出现的债务僵局不会重现。
